ssh_channel_request_env problems

Does anyone have experience with ssh_channel_request_env working or not
working?

I have a remote shell, but there is no point from when I create the channel
to when the remote shell is configured that ssh_channel_request_env does
-not- have an error. This is what I'm getting:

Channel request env failed


I'm simply setting name "aa" with value "bb".

Does anyone have an idea what could be going wrong? Could my server simply
not support it?
