Runtime error on Windows with libssh 0.9: DllMain: ssh_init_failed!

Hi,
I'm trying to compile dynamic version of libssh 0.9 on Windows with msvc
2017 using vcpkg. I'm using vcpkg from cryptomilk:master-libssh branch. I
successfully build libssh. However, I get "DllMain: ssh_init_failed!" when
trying to use it. One thing that worries me is that exported mbedtls has no
dlls, only libs.
