bugs.libssh.org is discontinued

Hi,

we have a huge spam problem on bugs.libssh.org so we decided to close new 
registrations. The plan is to move the bug tracker and use

https://gitlab.com/libssh/libssh-mirror/-/issues

We will check if we could migrate bugs or if we will work with two bug 
trackers for some time.
